Efectivamente tal como lo menciona Pedro Bogarín, el Gobierno Regional es propietario de dos predios Urbanos, inscritos en registros públicos el predio Urbano 1 de 39 hectáreas conocido también como polígono 1 y el predio Urbano 2 conocido como polígono 2 de 21 hectáreas.
En estos últimos años, el Gobierno Regional, como propietario de los terrenos ha comenzado a utilizar estos predios, todos ellos en el polígono dos, en el Gobierno de Víctor Manuel Noriega, se tomó 6 hectáreas bajo el argumento de construir el centro de Innovación Tecnológica o conocido como el tecnopolo, quedando finalmente como un centro ferial en donde hoy en día se realizan actividades diversas, siendo la última el aniversario de Tarapoto.
En estos momentos el Gobierno Regional, como propietario del Predio ha decidido donar cuatro hectáreas a la IE Santa Rosa para que se construya su nueva infraestructura Educativa, lote asignado también en el polígono dos.
Es esta situación lo que ha generado la airada respuesta de los estudiantes del ISTNOS de docentes y trabajadores administrativos quienes han cerrado filas ante lo que ellos consideran un atropello y han dicho que no cederán ni un metro más.
