En mayo de este año enfoques ponía a luz presuntos actos de corrupción en la construcción del cerco perimétrico del campo Santo del Distrito de Juan Guerra, una obra relativamente pequeña hecha bajo la modalidad de administración directa, es decir con los propios recursos de la municipalidad de este distrito.
En ese entonces se descubrió que gran parte de estos materiales utilizados en esta obra procedían de Nidian Mejía, un proveedor que el alcalde al final desconoció; pero que el contratista e incluso los mismos obreros lo reconocieron finalmente como el proveedor que abasteció de materiales de construcción para esta obra.
De parte del municipio de Juan Guerra, estos materiales nunca se habrían comprado, se sospecha la existencia de comprobantes de pagos, comprados para sustentar materiales de construcción que desde la municipalidad nunca habrían llegado a la obra. Lo que generó problemas para el pago al contratista y a los obreros, originando que este contrato firmado por la Municipalidad de Juan Guerra y el contratista Constructora y Consultores Sandoval, sea anulado.
Sumado a eso, el último sismo que se presentó en esta parte del país, terminó por derribar paños de ladrillos de paredes no culminadas del cerco perimétrico. En pocas palabras esta obra, quedó sin culminarse, sin presupuesto o partida presupuestaria alguna.
