Consejo Regional de San Martín subordinado aprueba Ordenanza Nº 003

Lo que ha sucedido el pasado jueves en la sesión extraordinaria de consejo muy bien podría ser calificado como una treta coordinada para reconfirmar una ordenanza regional que a todas luces, no refleja el verdadero acuerdo de los consejeros regionales y que da luz verde al Gobierno Regional para contratar funcionarios sin cumplir los requisitos mínimos para el cargo y hasta para pagar favores políticos.
Nos referimos a la OR N°003-2019-GRSM.CR que fue publicada en el diario oficial el peruano que cuya parte resolutiva en su artículo segundo dice DEJAR SIN EFECTO el artículo Segundo de la Ordenanza Regional Nº 016-2012-GRSM/CR, que aprobó el Clasificador de Cargos del Gobierno Regional de San Martín.
Que le permite al Gobernador Regional que esta ordenanza entre en vigencia, simplemente mantener a todos sus funcionarios que a decir del OCI de la Contraloría no cumplen con los requisitos para el cargo, en consecuencia habrá que defenderla con uñas y dientes.
Al ser publicada la ordenanza 003, muchos de los consejeros cuestionaron el artículo dos, ya que en ningún momento se aprobó dejar sin efecto el clasificador de cargo sino se acordó aprobar la actualización y/o reestructuración de todos los instrumentos de gestión del Gobierno Regional San Martín.
Uno de los primeros en dejar constancia que el acuerdo no fue dejar sin efecto el clasificador de cargo fue el consejero Roger Tananta cuya posición lo dio a conocer en diferentes medios de comunicación.
