La gestión pasada de Carlos Philco, al frente de la Municipalidad Distrital de Morales, fue una de las más cuestionadas en la región San Martín, los escándalos por presuntos actos de corrupción siempre estuvieron al día en los cuatro años de gobierno, entre el 2015 al 2018, la mayoría de ciudadanos Moralinos estuvieron hastiados de tantas denuncias de irregularidades, sin embargo, todos sabemos que la corrupción no deja comprobantes ni facturas, pero también sabemos que no hay crimen perfecto, ENFOQUES, tuvo acceso a contundentes evidencias que muestran una de las formas de cómo algunos trabajadores de dicha gestión habrían hecho de las suyas con dinero de los contribuyentes.
Estas son conversaciones a través de un chat interno entre trabajadores del área de la sub gerencia de fiscalización y recaudación tributaria, del módulo de caja y del área de informática, donde se evidencia una presunta asociación ilícita que se hizo de dinero proveniente de pagos de tributos en sus diferentes modalidades.
Los chats a los que este programa accedió de manera exclusiva, se dieron desde junio hasta diciembre del 2018, y corresponde a conversaciones entre el ex subgerente del área de recaudación tributaria y fiscalización, Luis Rubiños Aliaga con el jefe de informática, Luis Vásquez, con un trabajador de plataforma y renta identificado solo como Gustavo y con servidoras del módulo de caja, a quien identifican como Wendy, Betty y Nelly, todos ellos habrían manoseado las arcas del municipio a su antojo, para hacerse de jugosos montos de dinero. Dinero que habría sido repartido entre ellos e incluso se menciona al propio alcalde Carlos Eduardo Philco Balbin.
Este chat era una red interna, para las planificaciones, acuerdos y cualquier dato o información de usuarios sobre pagos de tributos municipales, que terminaban en manos de los integrantes esta posible organización, conformada sólo con el único fin hacerse de dinero de los contribuyentes moralinos.
Así de fácil se repartían esta especie de botín, servidores ediles quienes incluso habrían compartido, casi obligatoriamente, las ilegales ganancias con un personaje a quien ellos denominaban el alcalde, o el uno.
Pero aparentemente el error de un integrante de este maquiavélico grupo, hizo que dejara por equivocación u olvido, el archivo de las conversaciones en el CPU esta máquina, que hoy ocupa la joven contadora pública, Kathia Alexandra Pasquel Reátegui- Subgerente de recaudación y fiscalización tributaria, quien fue la que ratificó lo antes obtenido por este programa.
