El alcalde Walter Grundel Jiménez ha sido cuestionado en estos últimos meses por ejecutar obras sin respetar el medio ambiente hace poco la Fiscalía Especializada en materia Ambiental a cargo de la Fiscal Dra. Virginia Vildoso Quique ha determinado aperturar investigación preliminar contra la Municipalidad Provincial de San Martín, representado por su alcalde Walter Grúndel Jiménez, por el delito de Alteración del Ambiente o paisaje, Pero cuál es la razón para que hoy el alcalde de Tarapoto este inmerso en esta investigación y es que fue denunciado por representantes de la sociedad civil debido que el 23 de marzo del 2017, en la concha acústica de partido alto cuando se dio inicio la construcción del Polideportivo, se talaron 11 árboles, algunos de ellos en vía de extinción.
De igual manera se ha denunciado la tala de 10 árboles el 30 de marzo del 2017 en el Jr. Unión parte baja de Tarapoto, en este lugar el municipio ejecuta una obra de pistas y veredas.
Pero el caso más grave y que concita el interés de los regidores y que ha generado se trate en sesión de concejo es que una obra ejecutada y entregada hace 8 meses a EMAPA San Martín “Construcción de captación, mejoramiento de línea de conducción y pretratamiento elsistema de agua potable Ahuashiyacu la banda de Shilcayo, fue ejecutada sin contar con la debida certificación ambiental, es por ello que el Ministerio de Vivienda, a través de Dirección General de Asuntos Ambientales ha emitido una resolución Directoral la N°560-2016 en la que resuelve declarar improcedente la solicitud de certificación ambiental del proyecto antes mencionado.
El Gerente de Infraestructura del Municipio Javier Sinti Flores en la sesión de concejo reconoce este hecho, que al iniciar la obra no se contaba con la certificación ambiental pero lo justifica al decir que hay que ponerse en el otro campo y es que el mismo ministerio de vivienda que genera el problema y exige que se ejecute la obra de acuerdo a los cronogramas establecidos.
