Su nombre es Wildor Naval Serrano, primer regidor de la Municipalidad de la provincia de Moyobamba, quien, en mayo de este año, salió a la palestra, luego de que fuera grabado por un inspector de transito alardeando pagos a periodistas y medios de comunicación de Moyobamba, para que, en buenos términos, no los “molestaran”.
Tras hacer públicas sus disculpas, con la prensa moyobambina Wildor Naval Serrano un empresario dedicado al rubro de agro veterinaria, subió como espuma en la actual gestión del gobierno regional, aparentemente su cercanía con el alcalde provincial Gástelo Huamán y la vicegobernadora regional, y su peso político dentro de las esferas de Acción Regional, le habrían servido para escalar en poco tiempo dentro de la gestión de Pedro Bogarin.
El primer regidor de la comuna de Moyobamba, es también presidente del directorio del Proyecto Especial Huallaga Central y Bajo Mayo, la unidad de ejecutora de más importancia del gobierno regional. Sobre Wildor Naval Serrano, pesa esta denuncia fiscal, presentada con fecha 20 de noviembre 2019, ante la Segunda Fiscalía Provincial Penal Corporativa de Moyobamba, por Rafael Eugene Félix Barrenechea, por el presunto delito de ostentación de títulos u honores que no ejerce.
