Todo parece indicar y el tiempo está comenzando a dar la razón, demostrando que el brazo de la corrupción al más alto nivel del Poder Judicial, también alcanzó a la región San Martín, precisamente ver a nivel nacional un video repugnante en la que el ex presidente de la Corte Superior del Callao, César Hinostroza Pariachi, negocia la libertad de un violador nos trae al recuerdo, que desde San Martín, muchos litigantes llegaron hasta la Corte Superior del Callao para ver sus casos, ahora entendemos las razones.
Enfoques fue testigo hace varios años cuando una comisión multisectorial, encabezada por Lucinda Vásquez Vela, llegó hasta la corte superior de justicia del Callao, y se entrevistaron con el hoy cuestionado e inhabilitado César Hinostroza, para pedir personalmente celeridad en el concurso notarial, y que este no se paralizará, luego que el ex decano del colegio de Notarios de San Martín, Enrique Cisneros Olano, interpuso en su momento, una medida cautelar para evitar que sea separado del cargo, y además intentar neutralizar el concurso notarial, que en aquel momento estaba en marcha.
