Miércoles 24 de julio era la fecha programada para la sesión extraordinaria de concejo municipal, donde se debía ver si es que procedía o no, el pedido de vacancia solicitada por la persona de José Elexban Pérez Gonzales, en contra de la Primera Regidora de la Municipalidad de la Provincia de Lamas, Sonia Cristina Linares Dávila.
El vacador José Elexban Pérez Gonzales, poblador de la comunidad de Hungurahui, jurisdicción del distrito de Tabalosos, no se hallaba presente, era el Abogado ARMANDO HUAICAYO TORRES, venido desde Lima, quien lo representaba.
Casi se podría decir, que fiel al estilo de todo vacador, este había tirado la piedra, presentado el pedido de vacancia, y escondido la mano, al no presentarse personalmente al concejo edil a justificar su solicitud.
