Este es el Informe de Visita de Control número 007-2020, del OCI de la DRTC-SM, al procedimiento de control de las cartas fianzas y otros títulos valores custodiados por la oficina de tesorería de la sede Bajo Mayo. Específicamente a los contratos de servicios y de supervisión de los trabajos de conservación vial regional. Este informe, publicado por la Oficina de Control de la Contraloría Regional de Moyobamba ha sido razón de controversia, entre el OCI y funcionarios de la DRTC-SM – Tarapoto.
Resulta que, este informe presenta como conclusiones, la existencia de 15 contratos, por un total de 21 millones 480 mil 707 soles con 06 céntimos, que no cuentan con carta fianza de fiel cumplimiento, lo que, según el OCI, generaría el riesgo de limitar la ejecución ante incumplimiento contractual, con los consorcios con los que se han firmado dichos contratos. Al mismo tiempo, este informe señala que la DRTC no contaría con una directiva interna sobre procedimientos que garanticen la verificación, registro, control, custodia, renovación, devolución y ejecución de las cartas fianzas, poniendo en riesgo el adecuado uso de los recursos del Estado.
En ese contexto, la visita de control se efectuó entre el 22 de octubre al 05 de noviembre del presente año, en la sede de la DRTC sede Tarapoto, y se solicitó a la jefa de la Oficina de Gestión Administrativa de la entidad, contadora Marjorie Sofía Ramírez Meléndez, en calidad de préstamos, los originales de las cartas fianzas u otros títulos valores que se encuentren en custodia en la oficina de tesorería, desde el 02 de enero del 2020 al 22 de octubre del 2020, así como copia fotostática de los contratos firmados por la entidad como resultado de procesos de selección vinculados, en igual periodo del presente año.
Como respuesta a esa solicitud, se hizo llegar a la oficina del Órgano de Control Institucional, copias de 31 contratos y solo 16 cartas fianzas, existiendo un faltante de 15 contratos por un total de 21 millones 480 mil 707 soles con 06 céntimos. Que no cuentan con carta fianza de fiel cumplimiento, lo que generaría, dice el informe. El riesgo de limitar la ejecución de los servicios, ante incumplimiento contractual.
Sin embargo, para los de la DRT este informe tendría deslices en su elaboración y conclusiones, ya que no se ajustarían a la verdad.
