Según denuncia el representante legal de una empresa, participante de un proceso de licitación para la adquisición de material agregado, el comité de licitación pública del Proyecto Especial Huallaga Central y Bajo mayo, entregó la buena pro a un consorcio que presentó documentos declarados no válidos. Documentos como son, la OTV y una resolución de autorización municipal, para la extracción de material agregado del río Huallaga, escritos que le sirvió a un consorcio para ganar dos procesos, a pesar que según informes esos mismos documentos estaban invalidados y hasta vencidos.
