La Central Regional de Trabajadores del Sector Público de San Martín, o CERTRASPUSAM, es un sindicato que agrupa a más de dos mil 580 trabajadores de las diversas unidades ejecutoras y entidades del gobierno regional de San Martín.
Resulta que, a los trabajadores de la CERTRASPUSAM, en junio del 2011, el ex vicepresidente regional Javier Ocampo Ruiz, les otorgó una bonificación de 130 soles mensuales, a efecto de no retornar al Tesoro Público un saldo presupuestal que existió en ese entonces en las arcas del gobierno regional. Bonificación que recibieron por un lapso de casi cuatro años.
Esta iniciativa fue, en un primer momento aplaudida por los trabajadores, sin embargo, la algarabía no les duró mucho, pues a fines de diciembre del 2014 este beneficio culminó; la nueva gestión regional 2015, es decir de Víctor Noriega y Fuerza Popular suspendieron dicha bonificación.
