Siete de la noche del miércoles 11 de enero. Los integrantes del directorio de la Sociedad de Beneficencia Pública de Tarapoto se reunían para tratar específicamente el tema del alquiler de parte del terreno del Cementerio Central. Uno a uno los integrantes de dicho directorio se hacían presentes.
Un tema tan importante como este no podía pasar desapercibido; así que nosotros buscamos los medios regulares para poder participar de ese conclave donde se tenía que aclarar cuál fue el debido proceso que Fredy Manrique y parte del anterior directorio de la Beneficencia Pública siguió para proceder a desmembrar y alquilar este terreno a quien sería el testaferro del hermano del Raúl Olaya Alarcón, ex integrante del directorio de la Beneficencia.
La reunión se inició con el sustento de la profesora Julia Ochoa. Pues Guido Díaz y Fredy Manrique debían justificar las razones concretas del alquiler.
El por qué se le dio al arrendatario tres meses de gracia y no se le pidió la garantía; además como es que hasta hoy no ha cumplido con pagar los dichosos dos mil soles mensuales que debe desde setiembre del año pasado.
El integrante del directorio afirmó que el arrendamiento se hizo por el conducto regular. Que durante los seis años de alquiler el inquilino no solo dejaría un campo sintético, sino locales comerciales y cochera, que le permitirían a la Beneficencia una ganancia total de 744 mil soles, a partir del término del contrato, es decir recién a seis años.
