Así con estas palabras, el ex directivo de la APAFA de la IE 0018 de Tarapoto, José Luís Delgado Alvarado reconocía su mala gestión, frente a los padres en asamblea pública, fue luego que una comisión de vigilancia transitoria encontrara tras un trabajo minucioso un aparente desfalco de aproximadamente 27 mil soles
