Denuncian adquisición de maquinarias valorizadas en más de 2 millones de soles

Otra compra de maquinaria, denunciada. Esta vez, en la municipalidad provincial de Juanjui, se está acusando que una empresa «bonachonamente» le entregó al alcalde de esa provincia maquinarias pesadas valorizadas en más de 2 millones de soles, mucho antes que el concejo edil aprobara su compra y se accediera al préstamo para poder pagarlas.
Basados en el Decreto Supremo, n° 007-2015 de la PCM, que declaraba en situación de emergencia a regiones, provincias y distritos de nuestro país, donde se dieron desastres naturales, entre ellas a la provincia de Juanjui, el alcalde de la municipalidad provincial de Mariscal Cáceres, adquiere una retroexcavadora, tres volquetes de 15 m3, una excavadora 215 HP y un tractor de oruga. Bajo el argumento del proyecto: mejoramiento, ampliación de la capacidad operativa del pool de maquinaria pesada de la Municipalidad provincial de Mariscal Cáceres.
Este Pool de maquinarias, según este informe de alerta de control n° 001-2016 de la Contraloría General de la República – Contraloría Regional de Moyobamba, se evidenciaría que la adquisición de estas maquinarias presentaría algunas irregularidades, al existir una desnaturalización del proceso de selección al no haberse hecho de acuerdo a las normativas, puesto que solo se cotizó a la empresa construcciones y equipamientos JARIM S.R.L de Tumbes.
Según explicaciones de la regidora Sheyla Solano Reátegui la aprobación para la adquisición de estas maquinarias no solo se habría dado sin contar con la disponibilidad presupuestal; sino que mucho después de haberse adquirido, recién el alcalde José Pérez Silva, ordena que la municipalidad de Juanjui, inicie la regularización de todos los documentos, para legalizar la compra de todas estas maquinarias.
Por esas razones este grupo de regidores mariscalences, decidieron presentar una denuncia ante la fiscalía especializada en delitos de corrupción de funcionarios sede Mariscal Cáceres – Juanjui, en contra de José Pérez Silva, alcalde provincial y en contra de Hugo George Alegre Rimachi, ex Gerente Municipal por delitos en contra de la administración pública, en la modalidad de Colusión Agravada y Negociación Incompatible o Aprovechamiento Indebido de Cargo.
Debíamos conocer cuál era la posición del alcalde frente a estas graves acusaciones, así que llegamos hasta la Municipalidad provincial de Mariscal Cáceres para entrevistar a José Pérez Silva, alcalde de esa provincia no fue nada fácil. Primero quien nos atiende, es este personaje, un trabajador edil que finge de asistente personal del alcalde el mismo que se muestra incomodo ante nuestra presencia. Ver el vídeo para mas detalles.
