Estamos es la comunidad de Nuevo Celendín, ubicada a 18 kilómetros desde la carretera de Cuñumbuque a San José de Sisa. Y desde de acá nos trasladamos por esta trocha carrozable que por más de 17 años es un sueño trunco de agricultores de dos poblados pertenecientes al distrito de Zapatero.
Esta vía de casi, cuatro kilómetros, nos lleva más adentro, hasta el Centro Poblado Menor Cedro Pampa, perteneciente a la jurisdicción del distrito de Zapatero, en la provincia de Lamas.
Es en este lugar donde su población nos recibe, para mostrarnos, paso a paso, las presuntas falencias y deterioros de una carretera que, según sus impresiones, a pocos días de ser entregada presenta serios desperfectos.
