¿Son acaso válidas las inconsistencias en las órdenes de compra de una entidad estatal? ¿es correcto que se pague por un producto y se reciba otro? Según uno de los principios de la ley de contrataciones con el Estado esto sería una deficiencia administrativa.
Según documentos a las que este programa tuvo acceso, se demostraría ciertas inconsistencias en las órdenes de compra de cartulinas donde los gramajes y tamaños, cuyas inconsistencias están, por ejemplo, en esta orden de compra de la plataforma virtual de Perú Compras, un catálogo digital donde los entes estatales pueden, a través del internet acceder a diversos productos que el Estado requiere.
