Las vainas del Alcalde de Tarapoto.
De esta manera el empresario Walter Grundel Jimenez se promocionaba el año 2010 en su campaña política rumbo al sillón de la Municipalidad Provincial de San Martín. La gestión de aquel entonces era el blanco de severos cuestionamientos por las múltiples irregularidades que se denunciaban en la gestión del entonces alcalde Sandro Rivero, frente a esa crisis institucional por presuntos actos de corrupción emergía esta candidatura que prometió mano dura contra los corruptos.
El entonces candidato Grundel se presentaba con una imagen intachable, que iba a poner orden en la municipalidad, porque con el no había vainas.

Haciendo gala de ser un exitoso e incorruptible empresario, Grundel ganó las elecciones, es así que asumió su mandato en enero del 2011, con algunos pequeños escándalos que no mellaron su imagen, mas bien, el asfaltar muchas calles principales de la ciudad abonó a favor de su gestión, por lo que no dudó en presentarse nuevamente a la contienda electoral, en su afán de repetir el plato para un segundo periodo. Su victoria de reelección fue contundente en 2014, en aquel momento Grundel gozaba de una popularidad envidiable para cualquier político, había ganado la reelección duplicando en votación a su mas cercano contendor. Sandro Rivero quien nuevamente saboreaba su derrota frente a un candidato de pocas palabras y elocuencia.
Hasta hoy muchos califican de regular esta gestión, que no tiene obras de mayor envergadura, pero que sí, pudo modernizar gran parte de la ciudad haciendo pistas y veredas en el casco urbano del distrito de Tarapoto.
Grundel hasta hoy, ha mantenido, en un sector de la población, esa imagen de empresario de mucho éxito, que no necesita servirse de la administración pública y que más bien tiene tanto dinero que se da el lujo de ser alcalde casi por hobiee, pero como dice un viejo adagio popular, «del dicho al hecho hay demasiado trecho», y esto quedaría evidenciado con el audio que hace unos días llegó en sobre lacrado a enfoques. Aquí se escucha claramente la voz del alcalde Walter Grundel en una conversación telefónica, con quien presuntamente habría sido mano derecha y hombre de confianza del ex presidente de la república del régimen pasado, nos referimos a un ex congresista.
De acuerdo al diálogo sostenido, se entiende que ex parlamentario, en ese momento habría estado al frente de la presidencia del congreso. En esta primera parte del audio el interlocutor le dice al alcalde que tiene unas maquinarias destinadas a su empresa, las mismas que las consiguió producto de una licitación dirigida. La pregunta es ¿cómo alguien que se ufana de ser transparente y correcto en sus actos podría aceptar tal propuesta?
