El siguiente es el informe de acción simultanea n° 003-2018 del Órgano de Control Institucional de la Municipalidad Distrital de Morales, realizada entre setiembre y octubre del 2018 a las autorizaciones, asignaciones y rendiciones de viáticos en comisión de servicios, otorgados a funcionarios y servidores de la pasada gestión de Carlos Philco Balvín.
En este informe se ha determinado que, entre el dos de enero del 2015 al 22 de junio del 2018, es decir, desde el inicio hasta el último año de la gestión del cuestionado alcalde Carlos Eduardo Philco Balvín, se evidenció que en la Municipalidad de Morales se autorizó 368 viáticos, por la suma de 365 mil 32.45 soles. De los cuales 33 no han sido rendidos o justificados en qué se gastó.
Según este cuadro realizado por el OCI de la Municipalidad, en el 2015 se entregaron 76 viáticos, por un monto total de 102 mil 277,19 soles. En el periodo 2016 fueron 140 viáticos por 125 mil 476.26. En el 2017 fueron 98 viáticos, por 80 mil 736 soles y en el 2018, solo hasta junio de entregaron 54 viáticos, por un monto de 56 mil 543 soles. Haciendo un total de 368 viáticos entregados por un monto total de 365 mil 32.45 soles.
