La denuncia anterior realizado por el equipo de ENFOQUES sobre el presunto robo desde el interior de la municipalidad en la adquisición de madera para ser destinada al encofrado de la plaza de armas de la comunidad de José Olaya ha movido los cimientos del municipio del distrito de Alto Biavo y ha dejado en evidencia de cómo se manejarían los fondos del pueblo, sin embargo eso no es todo Enfoques tuvo acceso también a un documento público que es el Sistema Integrado de Administración Financiera, SIAF un sistema informático que permite administrar, mejorar y supervisar las operaciones de ingresos y gastos de las Entidades del Estado, en este caso del municipio.
Sucede que en este documento oficial se encontraron nuevas evidencias de presuntos actos ilegales como es el caso con fecha 7 de noviembre del 2016 se ha girado el cheque N°96931315 por un monto de 1.900 soles de la cuenta cte N°20100001038 del FONCOMUN , a nombre de Gladis Paredes García por concepto de apoyo económico para la celebración del aniversario de la I.E de Barranca.
Además se evidencia que el 10 de noviembre se cobra otro cheque por el monto de 200 soles supuestamente cobrado Gladis Paredes García por el mismo concepto es decir por concepto de apoyo económico para la celebración del aniversario de la I.E de Barranca, sin embargo el cheque no fue cobrado por la aludida todo lo contrario cuando se fue a exigir a los funcionarios sobre el apoyo ofrecido dice que le indicaron que por orden del alcalde el apoyo no se da.
