A fines del 2016, la Municipalidad provincial de El Dorado emite esta licencia de funcionamiento la misma que puso en actividad a la discoteca Yarunas.
Esto motivo que vecinos del jirón Eladio Tapullima y el jirón Greis, en el Barrio Pishuaya, lugar donde se ubica el local, comiencen a emitir sendos documentos quejándose principalmente porque esta discoteca funciona en esta zona cercana a un plantel, pues según ley, un negocio de expendio exclusivo de bebidas alcohólicas no puede estar a menos de 100 metros de una institución educativa.
Es por esa razón que con fecha 15 de diciembre del 2017, el gerente de la Municipalidad provincial de El Dorado, René Calderón Tito, emite la resolución gerencial n° 0146 – 2017, donde, declara la nulidad de oficio de la licencia de funcionamiento definitiva n° 0101, del 19 de diciembre del 2016 de la discoteca Yarunas.
El gerente municipal se había basado en la Ordenanza Municipal 024-2016 donde se señala, que las municipalidades en ningún caso, podrán otorgar autorización temporal o definitiva a establecimientos que se encuentres situados a menos de 100 metros de instituciones educativas.
Pero a los 12 días, es decir el 27 de diciembre del 2017, los representantes de la discoteca Yarunas, ingresan a la municipalidad un recurso de apelación solicitando se anule la referida resolución gerencial que cancelaba su licencia de funcionamiento.
