Hospital de Tarapoto: oxígeno medicinal ¿negocio redondo?

Mientras más casos positivos de gente contagiada con la COVID 19 haya, más se complica la situación de los hospitales y más necesaria se hace contar con balones de oxígeno. Pero a la par de esa elemental prioridad, también se va dando la necesidad de saber, conocer y preguntarse ¿cómo desde la Unidad Ejecutora 404 – del hospital II-2 de Tarapoto, se ha comprado ingentes cantidades de balones de oxígeno medicinal?
Este programa logró obtener órdenes de compras y contratos de adquisiciones de balones de oxígeno hechas en los años 2017, 2018, 2019 y 2020. Donde se podría confirmar compras sobrevaluados; realizadas sin un aparente estudio e indagación de mercado, además de posibles adquisiciones directas, sin proceso de licitación pública.
Se trata de esta relación detallada de Órdenes de compra por Ítem y mes, de enero a diciembre del 2017, donde se hallan una relación de compras de oxígeno medicinal hechas durante los meses de marzo, mayo, junio y agosto del año 2017 cuando el médico Manuel Igor Ñaccha Tapia, asumía la dirección del Hospital de Tarapoto. Acá se puede ver, que son tres las empresas proveedoras Oxigeno Alfa Medical SAC, Iván Villalobos Rufino y PRAXAIR Perú SRL.
Viendo las compras del mes de marzo, son estas las órdenes de compras que le valieron a la empresa Oxigeno Alfa Medical SAC, le venda al hospital toda esta cantidad de balones de oxígeno medicinal de 99.5 por ciento de pureza, a un precio de 22 soles con 50 céntimos el metro cúbico, por 47 mil 070 soles.
En las compras de mayo aparece el Iván Villalobos Rufino, quien dotó al nosocomio tarapotino con un total de 1 mil 608 balones de oxígeno medicinal esta vez, a 15 soles el metro cúbico, por un monto de 24 mil 120 soles. Es decir, 7 soles con 50 céntimos menos que la compra anterior realizada a Oxigeno Alfa Medical SAC.
Ahora, en las compras de junio vuelve a vender Oxígeno Alfa Medical, a esa empresa se suma el proveedor PRAXAIR Perú SRL, quien abasteció con dos mil balones de oxígeno de 99.5 de pureza, pero a tan solo 10 nuevos soles. Es decir, 12 soles con 50 céntimos menos que el anterior proveedor.
Si a eso sumamos todo el oxígeno del 21 de junio 2017, podemos notar que, en un solo día, el hospital compró enormes cantidades de metros cúbicos de oxígeno medicinal, por un importe general de 96 mil 650 soles, pagados solo en un mes. Estas compras se habrían hecho de manera fraccionada, sin un proceso de licitación.
En suma, entre marzo, abril, mayo, junio, julio y agosto 2017. El hospital de Tarapoto adquirió 14 mil 288 balones de oxígeno medicinal, por un monto total de 241 mil 070 soles. Con precios unitarios que variaban entre los 10, 15 y 22 soles con 50 céntimos. Hecho que llamó también la atención en algunos integrantes del cuerpo médico del hospital de Tarapoto.
