La Unidad de Gestión Educativa Local de la provincia de Picota; es una instancia de gestión desconcentrada de la Dirección regional de Educación de San Martín, y como ámbito de su jurisdicción, tiene instituciones educativas en poblados alejados donde, aparentemente la supervisión e inspección de los responsables especialistas de campo u otras autoridades del sector, no pueden llegar fácilmente, debido a la distancia y a lo pésimo de algunas vías.
Esto habría sido aprovechado por algún o algunos malos funcionarios de esta UGEL, para emitir resoluciones directorales, que aparentemente son falsas. Resoluciones emitidas a favor de docentes y trabajadores que estarían de cobrando un sueldo mensual sin trabajar, gracias a resoluciones firmadas por la misma directora de UGEL, Profesora Zenovia Griselda
